In the Romanian Official Gazettes no. 656 and 657 from June 30, 2022 were published the ANAF Order no. 1190/2022 for the approval of the Procedure for the use and functioning of the national system RO e-Transport, respectively the Government Emergency Ordinance no. 106/2022 for the amendment of art. 18 of the Government Emergency Ordinance no. 41/2022 for the establishment of the same system (RO e-Transport)
Through the new legislative regulations, the following additions and amendments have been brought:
There are subject to monitoring in the RO e-Transport system only the categories of road vehicles which have a maximum authorized mass of at least 3.5 tonnes and are loaded with goods with a high fiscal risk, and which meet one of the following conditions, for each commercial relationship object of transport:
- the total gross mass of the goods to be greater than 500 kg; or
- the total value of the loaded goods to be higher than 10,000 lei.
Also, the provisions regarding the contraventions and sanctions for non-fulfillment of the obligations regarding the national system RO e-Transport are postponed, being applicable starting with October 1, 2022.
The Government Emergency Ordinance postponing the application of contraventions and sanctions enters into force on July 1, 2022.
